Israeli tanks thrust deeper into two towns and a historic refugee camp in northern Gaza, the Palestinian Civil Emergency Service has said.
It said about 100,000 people were besieged in Jabalia, Beit Lahiya and Beit Hanoun without medical or food supplies.
Israeli troops have for weeks been denying the entry of aid into the north of the coastal enclave.
The emergency service also said its own operations had ground to a halt because of the three-week-long Israeli assault into the north.
