Prime Minister Nawaf Salam announced an agreement on an appointment system within the Cabinet, emphasizing that "there is no state without administration, and what we seek is a neutral administration that serves the citizens, protects their interests, and is based on competence, not nepotism."
He said, "We aim to select the most qualified individuals through an appointment system that includes 9 principles based on priority and competition, ensuring fair opportunities for all candidates." He continued, "The appointment system will be based on inclusivity, the principle of equal opportunities, and the absence of conflict of interest, along with flexibility and participation by incorporating diverse expertise from academics."
He added, "Another principle of appointments is diversity and inclusivity, which we will ensure through precise mechanisms based on equal opportunities between genders and transparency."
Salam revealed that "the appointment system will hire both from inside and outside the civil service; I encourage public sector employees in Category II to apply for Category I positions, and the state needs young people to join."
He stressed the need to "should reconsider the issue of public administrations and institutions, address the issue of random hiring, and solve the problem of the significant vacancies in the administration caused by the lack of competencies."
He also mentioned, "Last week, we formed a ministerial committee to study and update the public sector, and another committee to study the digital transformation in the public sector."
