The Permanent Mission of Lebanon to the United Nations in New York announced in a statement that it filed a formal complaint before both the UN Secretary-General Antonio Guterres and the UN Security Council after Israel's violation of Lebanon's sovereignty and the incursion of its forces into its territory, starting from the night of October 1, 2024, in implementation of the Israeli government's decision to carry out a ground invasion of Lebanon.
Lebanon confirmed in the complaint Israel's violation of the withdrawal line (the Blue Line) established in 2000 and its disregard for the essence of Resolution 1701 and its rationale, expressing astonishment at Israel's repeated calls for the implementation of this resolution while it has systematically violated it since its issuance in 2006.
Lebanon reminded that Israel, which is mobilizing its armies and convoys of tanks and armored vehicles along its southern borders, has continued its aggression against Lebanon since October 8, 2023, at an escalating pace, by targeting civilians, relief workers, and journalists, and through its indiscriminate shelling of cities and villages with a barrage of artillery and airstrikes, the number of which reached 8,570 by the date of filing the complaint. This has led to the death of 1,928 individuals and the injury of 9,290 others, including a significant number of children and women, a reality that affirms Israel's commission of crimes against humanity.
Lebanon also indicated in its complaint that the indiscriminate Israeli bombing has caused an unprecedented wave of displacement for nearly one million two hundred thousand civilians.
Lebanon requested the Security Council to condemn Israel's ground invasion and its ongoing and extensive aggression against its land and people, reiterating its call for the Council to compel Israel to fully implement Resolution 1701, withdraw from all occupied Lebanese territories, and respect Lebanon's sovereignty and internationally recognized borders. It also affirmed its full commitment to implementing all decisions issued by the Security Council, especially Resolution 1701, and to extending the authority of the state over all Lebanese territory within internationally recognized borders.
